If a yard does the winterization and commissioning I would have them do it in the spring at commissioning.
It is kinda going to depend on what you want and what your boat needs and here's the big one - the dollars you wish to spend with a yard.
When I worked in Maine we changed the impeller with the winterization. Here in VA the same but occasionally the owner would make the decision to have it changed in the spring with additional work to be done prior to spring commissioning.
But the boat is always winterized.
