I've changed a lot of pumps, sometimes I drain the coolant; sometimes I don't. Draining it simply saves you a bigger pudle when you pull the pump off. So the only option is to wait and see. Any water level below the bottom of the water pump, need not be drained. But it makes sense to drain the whole thing, and then later on, refill it. because it doesn't take that long to drain, and it will stop on its own, so a person doesn't get anti freeze on his hands, trying to stop the flow by closing the petcock.
Yes, most shops will probably drain the whole thing, since once it starts draining, it is easier to just let it drain. But in some cases, it might not be necessary. Just taking the water level down below the lowest point on the water pump would be fine.
Check to see if the paint on the pump looks newer then the rest of the engine, usually a good sign that it has been changed.
